How To Order Staffing Services

The following process is to be used when obtaining an IT Staffing Services Worker using DIR's Staffing Services contracts through WorkQuest:

Competitive Bid Process

  1. Customer draws up job specification under the DIR guidelines and sends to DIR
  2. DIR reviews specifications and if complete sends requirements to authorized vendors, including WorkQuest/Peak Performers
  3. WorkQuest/Peak Performers and other authorized DIR vendors submit resumes meeting the job requirements to DIR
  4. DIR reviews responses to ensure they meet required response format
  5. DIR sends all resumes meeting format requirements to the Customer
  6. The Customer checks to see if WorkQuest/Peak Performers submitted a candidate and determines if the candidate meets the job requirements
  7. If the WorkQuest/Peak Performers candidate is selected, the Customer completes the DIR process for hiring the WorkQuest candidate
  8. If the WorkQuest/Peak Performers candidate does not meet the requirements and is not selected the Customer will review remaining resumes for selection of a candidate and should report their decision of the non-selected WorkQuest candidate in their Agency State Use Report.

Best Value Process

  1. Customer generates and submits IT Staffing Services Request Form to WorkQuest/Peak Performers [email protected].
  2. Customer should allow WorkQuest/Peak Performers a minimum of three (3) business days to provide a response.
  3. As directed by the Customer, WorkQuest/Peak Performers makes any necessary modifications to the IT Staffing Services Solicitation.
  4. WorkQuest/Peak Performers forwards compliant resumes and response tabulation to customer for review/selection of worker(s).
  5. Customer schedules and conducts interviews of candidates. Customer is expected to select candidate(s) within two (2) weeks of receiving compliant resumes.
  6. Customer identifies the worker and terms:
    • selection of worker(s)
    • negotiation of hourly rate(s)
    • identification of contract term (start and end dates)
    • any other related terms and conditions
  7. Customer provides WorkQuest/Peak Performers with a copy of the finalized IT Staffing Services Solicitation response tabulation, including:
    • Candidate
    • awarded hourly rate
    • quantity of hours
    • extended price
    • list of candidate(s) provided with packet of resumes showing if a candidate was interviewed or not.
  8. Customer generates a purchase order directly payable to WorkQuest. Customer must reference Vendor Contract Number, DIR-TSO-3503 on the purchase order. Purchase orders are effective and binding when accepted by WorkQuest.
  9. Customer shall update WorkQuest/Peak Performers if they are terminating a purchase order prior to all available hours being expended.
  10. Customer manages worker.
  11. Customer approves hours worked based on an agreed upon time frame by Customer and WorkQuest/Peak Performers.
  12. WorkQuest submits invoices directly to the customer. Invoices are to be issued in compliance with Chapter 2251, Texas Government Code.
  13. Customer makes payment directly to WorkQuest. Customers are to comply with Chapter 2251, Texas Government Code, in making payments.
  14. If WorkQuest/Peak Performers cannot find a qualified candidate in the allotted time, a waiver will be issued. Upon receipt of the waiver the customer will follow the DIR process for acquiring IT staffing services and the Customer should update their State Use Report.
